
Senior Environmental Advisor
Basic Function Petro-Canada Lubricants Inc. (PCLI), an HF Sinclair company is seeking a full-time Senior Environmental Advisor. Reporting to the Manager EH&S, The Sr. Environmental Advisor is responsible for ensuring that the Lubricants operation in Mississauga maintains its facility’s license to operate by ensuring compliance with Regulatory Requirements for air, noise and odour emissions , company Policies and Codes of Practice and carbon taxation laws. The role is the facility expert in the field of air quality and requires specialized depth and breadth of expertise. The Sr. Advisor represents PCLI in various external stakeholder roles. The role is a key contributor at bi-monthly meetings of the Lubricants Centre Public Liaison Committee presenting environmental information and interpretation to residential, political and regulatory members. The role represents PCLI at Industry Associations’ Environmental Committees. The role also leverages internal and external networks and expertise within industry, government and NGOs, leading to sound, industry standard, environmentally focused business practices and performance. Job Duties Responsible for compliance with Lubricants Comprehensive Certificate of Approval (Air) (Environmental Compliance Approval) which provides the facility its license to operate Responsible for, and the main contact for any air emission compliance with Regional, Provincial and Federal regulations for air, and noise Responsible for and coordinates all national external environmental air reporting including greenhouse gases (GHGs), National Pollutant Release Inventory (NPRI) and applicable data for the Industry, Corporate Sustainability Annual Report, ethical investment surveys, Statistics Canada Surveys, etc. Leads cross- functional teams and/or projects to solve complex problems related to emissions controls or air compliance A key and critical environmental member to Petro-Canada Lubricants Public Liaison Committee on environmental matters, specifically air, noise and odour emissions Represents PCLI as a member on various Canadian Fuels Association Committees Leads, procures, and manages external consultants to integrate and deliver specialized environmental and information systems services to supplement internal efforts for environmental compliance Responsible for anticipating and responding to emerging regulations, and interpreting existing regulations as they relate to capital projects and new compliance requirements Supports ongoing maintenance of Lubricant’s ISO 14001 certification and HF Sinclair’s Operational Excellence Management System Reviews and provides comments to projects and other initiatives that may impact plant air, noise and odour emissions Solves unique environmental problems related to environmental compliance that have a broad impact on the business Participates in Lubricants Response Management Team as part of the on-call rotation Provides mentorship and support to other employees and interns at the facility Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion Experience A Minimum 8 + years’ experience with regulatory reporting for industrial facilities PREFERRED EXPERIENCE: Preference given to individuals possessing experience in the oil/gas industry, experience with emissions inventories, GHG reporting, dispersion modelling and experience building relationships with regulators and external stakeholders. Education Level A minimum of a Engineering degree or BSc with significant relevant experience PREFERRED EDUCATIONAL LEVEL: Eng or Master’s Degree in relevant field Required Skills Extensive knowledge in air, noise and odour emission monitoring, estimation, modeling and reporting. Experience and knowledge relevant to refinery/industrial operation. Knowledgeable and familiar with Federal and Provincial (Ontario) Regulations/Legislation with respect to air, noise and odour emissions. Experience with Continuous Monitoring Systems (CMS) - performance, testing, data collection through a Data Acquisition System (DAS), and data reporting Experience with Air Quality Dispersion Modelling (AERMOD, CALPUFF) Coaching and non-authoritative leadership skills are critical to support the development of the EHS team. Negotiation skills are required for contract renewals, management of technical consultants in support of plant operations Well organized, capable of handling changing priorities. Able to communicate effectively, written and verbal, comfortable and confident, capable of working with internal and external stakeholders. Has professional network with external agencies and industry associations/peers Has analytical, benchmarking and business literacy skills to support system/process improvement Able to work effectively in an advisory capacity, to influence management, internal and external peers. Work Conditions The position is responsible for environmental issues within the lubricants plant, and hence is subject to the risks and stressors of refinery process areas Some travel, generally within North America, is required The position is a primary contact for air, noise and odour emissions at Lubricants and is sometimes subjected to significant external pressures Multiple competing priorities must often be prioritized to allow effective management of important issues Extended hours when business requirements dictate, available to be on call as part of emergency response Physical Requirements Job conditions require standing, walking, sitting, talking or hearing, making visual inspections, making precise hand and finger movements, lifting or carrying up to 25 lbs., pushing or pulling up to 25 lbs., perceiving color differences. Job conditions may require twisting, stooping, crouching, kneeling, reaching or grasping, and working in confined spaces as permitted.
