For more than three decades, TransNet has been the driving force for improving transportation infrastructure in the San Diego region. TransNet is the half-cent sales tax administered by SANDAG to fund local transportation projects consistent with the Regional Plan. The first 20-year TransNet measure was approved by voters in 1987. It went into effect in 1988 and was extended by voters in 2004 for an additional 40 years. This program is one of the largest transportation improvement programs in California. TransNet funds numerous transit, highway, freight, bikeway, and walkway programs, in addition to an environmental conservation program, transit fare subsidies, and grants for smart growth, active transportation, and transportation services for seniors and persons with disabilities.

Role

Under Manager direction, the TransNet Senior Financial Programming and ITOC position will plan, manage, and oversee the activities related to the TransNet Extension Ordinance. This includes ensuring compliance with TransNet funding guidelines, oversight of implementation of performance audit recommendations, coordination with the Independent Taxpayer Oversight Committee (ITOC), and all the stakeholders and users of TransNet funding. 

The ideal candidate will be instrumental in preparing and presenting written and oral presentations to the Board of Directors, Policy Advisory Committees, and other groups, representing the department within the agency, and to elected officials, and outside agencies.  

Job Responsibilities

  • Serve as the agency’s ITOC Committee Coordinator, including development and oversight of ITOC’s annual budget in accordance with generally accepted accounting principles. In addition, this position will coordinate ITOC’s regular meetings and other responsibilities as specified in the TransNet Ordinance.  
  • Lead development of potential ordinance amendments per prior TransNet Performance Audit recommendations; present regular updates to the Independent Taxpayer Oversight Committee demonstrating progress.  
  • Main point of contact for TransNet related activity, concerns and questions including compliance with funding requirements and program fund estimates.
  • Enhance partnerships, coordination and collaboration between SANDAG and stakeholders and external partners including Caltrans, MTS, NCTD and local jurisdictions; foster opportunities to develop working relationships with essential external and internal business partners throughout the agency.
  • Oversee the development of the TransNet Plan of Finance, including the determination of debt financing capacity and strategies; participate in financing presentations to rating agencies and investor groups.
  • Oversee the development, monitoring, and reporting of schedule, budget, revenue, and expenditure information for TransNet funded projects and programs.
  • Analyze the effects of new legislation on TransNet programs, projects and plans.  Program Manager for any future regional transportation measures implemented by SANDAG.
  • Contribute to the development of the TransNet Program portions of the annual SANDAG Program Budget.   Direct the preparation and implementation of budgetary adjustments as necessary. 
  • Support implementation of goals, objectives, policies, and priorities as described in the Annual Program Budget; establish, within SANDAG policy, appropriate service and staffing levels, allocate resources accordingly, and ensure that objectives match with agency’s strategic goals.
  • Prepare and present written and oral presentations to the Board of Directors, Policy Advisory Committees, and other groups, and represent the agency to, elected officials, and outside agencies; explain, justify, and defend programs, policies, and activities; negotiate and resolve sensitive, significant, and controversial issues.
  • Supervise, mentor, train, and provide career development opportunities for other employees in the division; conduct performance evaluations of staff; work with employees to improve performance when required and participate in disciplinary actions.
  • Manage and administer contracts with consultants and vendors; review the work of consultants and vendors for compliance with SANDAG standards and goals.

Typical Qualifications

  • A bachelor’s degree with major course work in finance, business management, public administration, or a related field. A Master’s degree is desirable.
  • At least five years of increasingly responsible, professional financial programming and/or administration of transportation funding programs/grants, preferably in a public agency environment, including some supervisory experience. 
  • Knowledge of modern organizational, management, and strategic planning principles and practices used in financial programming, program management, budget development and control, grants management, and project control.  
  • Demonstrated ability to develop and implement short- and long-term program objectives for delivering a complex, highly leveraged transportation improvement program.
  • Organizational and management principles and practices involved in strategic planning, resource allocation, leadership technique, and coordination of people and resources.
  • Demonstrated knowledge and understanding of various federal, state and local laws, codes and regulations pertaining to the TransNet Ordinance or other local funding measures for transportation programs.  In addition, knowledge of sources of federal, state and local funding used for SANDAG programs.  
  • Excellent written and oral presentation skills and the ability to effectively communicate to a variety of audiences including elected officials, technical staff, and the general public; ability to prepare clear and concise management and administrative reports.
  • Demonstrate ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of program goals.
  • The candidate selected for this position must successfully pass a pre-employment criminal background investigation and credit history verification; periodic re-checking of criminal background and credit history will be a condition of employment.
