Purpose:
This Role is for the Sr. Project Commissioning Manager, for what is the first commercial-scale offshore wind project in the US, with the focus on managing all aspects of the commissioning process for the Joint Venture projects and the individual packages during all project stages until handover to Operations & Maintenance (O&M), leading the Project Commissioning Team. The role will support the Vineyard Wind (VW) and future projects. The Project Commissioning Manager will also be responsible for implementing and managing the company’s Electrical and Mechanical Safety Rules in the project. Reporting to: Director OSW In the dynamic world of a new business, flexibility and team behavior are critical. The position may require frequent travel to the site offices.
Responsibilities
• As the VWI Project Sr. Commissioning Manager, you will be responsible for:
• Lead and manage the commissioning process for the whole project and the individual packages during all the stages until handover to O&M.
• Ensure coordination between the company, contractors and electric power system operator with respect to electrical safety, quality, energization, hot commissioning and windfarm operation focusing on the electrical production optimization.
• Management of the project commissioning team and associated cost.
• Chair the project commissioning meetings.
• Elaboration of the Commissioning Manual, including individual Package’s Commissioning Manuals.
• Oversee all commissioning package activities focusing on the electrical safety, quality, technical review, contractual and schedule compliance, including the interfaces among each of the packages.
• Implementation and management of the ‘Electrical and Mechanical Safety Rules’ (EMSR) procedures in respect to all electrical activities associated with the project.
• Managing the operation of all high-voltage systems, including the interfaces between each package.
• Providing guidance and ensuring compliance with local legislations and regulations with respect to commissioning activities.
• Acting on behalf of the company, where requested, as nominated contact point with the electric power system operator for operational and EMRS compliance matters.
• Familiar with the Windfarm design during the pre-construction stage and anticipate possible commissioning and operational issues during the construction and commissioning stages.
• Approval of final Commissioning Dossier.
• Participation in HAZOP and HAZID where relevant.
• To support the HSE department in the management and implementation of general safety.
• Provide a weekly/monthly report to the EPC/Deputy Project Commissioning Manager.
Skills and Requirements
• Master of Engineering (MEng) or equivalent, preferable in Electrical or Power .
• Experience required of minimum 10 years in Commissioning and Power .
• Strong knowledge of Protection and Control system, Power systems studies and Power .
• Experience in other power fields different of Windfarms will be valuable for this position.
• Track record of delivery in an offshore wind projects environment, including technical due diligence, grid connection concept, and ideally with experience in construction, commissioning, and operations of offshore wind project(s).
• Extensive understanding of offshore wind technology, including turbines, electrical infrastructure, ideally also having a good understanding of operational efficiency.
• Strong experience in project commissioning management, including planning, budget management, risks and opportunities management and delivery.
• Team leadership/management experience.
• Strong networking, communication, relationship building and influencing skills demonstrated across a range of teams, stakeholders and with senior leadership.
• Effective negotiation and contractor management skills.
• IT literate with the ability to operate MS Office systems and other IT based project management software.
• Flexible to travel regularly to attend meetings and work at different project sites.
• High degree of self-motivation with a flexible approach to work.
