Role Purpose

Responsible to manage the assets and infrastructure within the Site Wide Infrastructure Cluster.

KEY ACCOUNTABILITIES & ACTIVITIES

• Responsible for managing the delivery of Infrastructure as part of a larger construction team from the inception of concept design through to handover ensuring that the design is workable, and that the construction works are planned and delivered against agreed time, cost, and quality levels.
• Assist in providing strong leadership on Health, Safety and Environment management.
• Build close working relationships with other Trojena Clusters teams; share ideas and provide support.
• Responsible to the Project Director in managing Consultants and contractors under various procurement routes to deliver assets and to ensure they meet their agreed objectives and responsibilities.
• Responsible to the Project Director for the construction of all aspects of part of the Cluster.
• Act as a technical and managerial mentor to younger KSA and junior staff on the project.
• Responsible for ensuring that the construction works under his/her control are delivered against the NEOM Plan of Works, standard requirements and are in accordance with relevant building regulations.
• Ensure all tests and records are maintained at each relevant stage to ensure building approvals are met.
• Ensure that all digital platforms / BIM models are built and maintained at all steps in the delivery process, including As Built inputs.
• Interface with statutory local building authorities and inspectors as required to ensure compliance.
• Assist in obtaining all Environmental permits for work in the field.
• Interface with other NEOM divisions including the infrastructure delivery teams and NEOM Sectors, Proponent and Urban Planners as required to undertake the role. Respond to requests for programme, cost, and construction method information.
• Work with planners in scheduling the relevant part of the construction works against agreed monthly targets and budget spend and ensure that the works progress in line with agreed milestones.
• Manage innovative and new modern methods of construction to deliver complex projects at accelerated pace.
• Develop strong working relationships with the supply chain.
• Ensures that the highest levels of quality are achieved to agreed standards and specifications.
• Assists in drafting Contractor’s RFPs and scope of works.
• Support the design teams and NEOM sectors with potential innovation and value engineering solutions.
• Advise on all aspects of buildability throughout the design process.
• Manage and report on construction and contractor progress, quality and performance as required.
• Complete post construction activities prior to handover to the facilities team

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills, and Experience

· 10 years+ of relevant experience as a Project / Construction manager in management of projects from design stage to completion on large scale complex Infrastructure projects.

· Experience in logistically challenging locations.

· Experience in delivery by Project / Construction management procurement of Infrastructure.

· Knowledge and previous experience in KSA or Middle East Region

· Knowledgeable about principles of construction and building regulations.

· Organized, analytical with excellent problem-solving skills, proactive, good team player and able to meet tight deadlines.

· Ability to manage multiple contractors under a construction management umbrella or a design builder under a single contractor scenario.

· Experience in managing multiple projects.

· Ability to identify critical design decisions ahead of schedule.

· Experience in managing delivery of design, through a precontract schedule and construction phase, including design change process.

· Knowledge and experience of latest safety systems and processes

· Ability to communicate with and delegate to other members of the team from different .

Qualifications

· Degree or above in construction management related subject

· 10 years + experience

· Modern Methods of Construction experience an advantage.

· Excellent written and spoken English
