
Senior Quantity Surveyor (Infrastructure Utilities Projects)
Cost Estimation and Budgeting: Prepare and oversee detailed cost estimates for infrastructure utilities projects, including material, labor, and equipment costs. Develop, manage, and monitor project budgets, ensuring alignment with financial objectives. Conduct value engineering to optimize project costs without compromising quality. Tendering and Procurement: Lead the preparation and evaluation of tender documents, BOQs, and contracts for large-scale projects. Negotiate with suppliers, subcontractors, and service providers to secure competitive pricing and favorable terms. Ensure all procurement activities comply with project timelines and specifications. Cost Control and Management: Monitor and track project expenditures, identifying and addressing variances from approved budgets. Prepare detailed cost reports, forecasts, and financial analyses for stakeholders. Assess and manage changes to project scope, preparing cost implications for client approval. Contract Administration: Manage contractual obligations, ensuring compliance with terms and conditions. Handle claims, variations, and disputes, ensuring timely resolution. Liaise with legal and contractual teams to address and mitigate potential risks. Risk and Opportunity Management: Identify potential cost-related risks and develop mitigation strategies. Analyze market trends, competitor activities, and project performance to identify cost-saving opportunities. Team Leadership and Collaboration: Lead a team of quantity surveyors, providing guidance, mentorship, and performance management. Collaborate with project managers, engineers, and other stakeholders to align objectives and ensure smooth project execution. Act as the key point of contact for clients regarding cost and contract matters. Requirements Education: Bachelor’s degree in Quantity Surveying, Civil Engineering, or a related field. Professional certification (e.g., MRICS, CIQS, or equivalent) is highly preferred. Experience: At least 10 years of experience in quantity surveying, with a strong focus on infrastructure utilities projects. Proven track record of managing costs and contracts for large-scale projects, preferably in the UAE or Gulf region. Technical Expertise: In-depth knowledge of construction processes, materials, and infrastructure utilities (e.g., roads, water, energy). Proficiency in cost management tools such as CostX, Candy, or Primavera. Familiarity with international contract standards, including FIDIC and NEC. Soft Skills: Strong leadership and decision-making abilities. Excellent communication and negotiation skills. High level of accuracy, attention to detail, and analytical thinking.
