Bizzell is seeking a Space Flight Operations Facility Manager (SFOF) who will be responsible for managing the operation of personnel, materials, finances, subcontractors at NASA, Jet Propulsion Laboratory (JPL) /Facilities Maintenance and Operations Support Services contract, located in Pasadena, CA. This position will require the SFOF Manager to provide SFOF support during business and non-core hours. This career opportunity is contingent upon the contract award. To be considered for this position, it may require a signed letter of intent.

Duties/Responsibilities:

  • Represent Bizzell’s SFOF group at meetings with NASA JBL officials and personnel.

  • Direct oversight in interacting with the JPL customer and providing first level of SFOF, BMS and mechanical issues support during business and non-core hours at NASA JPL facilities.

  • Supports the SFOF team in providing 365 days per year, 24 hours/7 days per week site-wide coverage for after-hours trouble calls in providing “first responder” assistance.

  • Work closely with other Program Manager, Operations Manager, Maintenance Manager, SFOF Manager Leads, as required to address emergency situations. To handle emergencies during non-core hours, which are beyond the capabilities of on-site staff, the SFOF Manager will coordinate additional staff support and resource requirements through BAS/PCC Operator.

  • Provide onboarding and training curriculums for new and existing staff.

  • Supervise and coordinate the work schedules of 10 SFOF Stationary Engineers.

  • Ensures the Stationary Engineer Power Control Center Operators and Rovers are addressing Building Automation Systems alarms, all critical B230 and B264 equipment issues.

  • Responsible for ensuring the day-to-day preventive maintenance and operational accountability for B230, and B264 are performed on time and meets contract deliverables.

  • Ensures SFOF Building Automation System/Power Control Console Operator are initiating flash reports for all facility infrastructure interruptions and critical equipment breakdowns.

  • In absence of the EGS Electrical Engineering Manager, SFOF Manager will serve as back up and primary point of contact for scheduling 16.5 KV distribution coordination, preventive maintenance, and outages.

  • Provides field updates to Bizzell’s management team and NASA JPL officials when facility infrastructure is restored, or critical repairs are made.

  • Oversee annual reviews and revisions of SFOF operating procedures. Recommend operational improvements and communication systems.

  • Ensures that Bizzell’s SFOF team maintains accurate plant operations logbooks which document daily rounds in NASA JBL buildings 230 and 264.

Education and Experience:

  • Must be a U.S. Citizen and able to obtain a federal government clearance.

  • Bachelor’s degree in engineering, facilities management, or equivalent field required.

  • Certified Safety Professional or Industrial Hygienist.

  • 15 years of experience with power/UPS distribution systems for critical facilities.

  • Demonstrated experience in Electrical Engineering, HVAC, and Building Management Systems.

  • Excellent time management and organizational skills.

  • Ability to multi-task, prioritize, and complete work assignments in a timely manner.
