Project Overview
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.

Position Summary
The Sr Procurement EPC Planner will lead procurement related planning and scheduling analysis and control activities expected to occur during the EPC phase of the project in our Warsaw, Poland office including:
- Engineering, procurement and construction schedule development, maintenance, monitoring, impact identification, and recovery planning.
- EPC phase related reporting and analysis including P6 schedule quality metrics.
- Support EPC phase planning studies, forecasts, problem solving exercises.
Responsibilities:
- Leads procurement schedule development, data analysis, issue resolution, and improvement efforts.
- Leads efforts to establish and communicate milestones for the procurement phase of the project.
- Reviews scheduled EPC phase procurement work activities to ensure their support of project milestones.
- Reviews EPC phase procurement schedule resource loading and leveling and all bulk commodity design and purchase release curves.
- Ensures open communication with other organizations to support schedule maintenance and reporting.
- Identifies and works to resolve EPC phase procurement related schedule restraints and complexities.
- Monitors and reports EPC phase procurement critical path and schedule performance and makes recommendations for improvement.
- Performs schedule analysis and studies of problem areas to find criticality of schedule activities.
- Identifies alternatives for EPC procurement schedule improvement for discussion and/or decision.
- Prepares EPC procurement schedule recovery plans when required.
- Ascertains that the correct procurement scope of work and the project execution plan are reflected on all schedules.
- Integrates interdisciplinary EPC schedule procurement requirements and constraints to establish logical work sequences for assigned disciplines or specialties.
- Works with the performing organizations to coordinate work sequences with the total EPC project plan.
- Establishes and implements methods for finding procurement activity durations.
- Reviews quantity records to ensure total quantities are represented by discipline and or specialty.
- Incorporates required job hour expenditures by disciplines or specialties within developed schedules. Assists in finding leveling decisions.
- Reviews quantity, personnel, and cost resource loading for EPC schedules.
- Performs procurement performance monitoring and control functions.
- Assists in reviewing cost and job hour information and supports trend identification and resolution efforts.
- Analyzes quantity and cost information and predicts changes and trends.
- Assists with the review and issuance of the monthly project cost and trend reports as needed.
- Coordinates quantification and estimates for trends and scope changes and provides feedback to estimating regarding cost trends and lessons learned.
- Interfaces with other members of the project team and provides miscellaneous cost support as requested.
- Provides plans and recommendations to mitigate the impact of potential procurement related trends.
- Analyzes EPC schedule procurement data and identifies and acquires the information needed to complete work logics to interface between assigned disciplines or specialties.
- Assists in developing specific project codes of accounts and work breakdown structures and recommends appropriate modifications and revisions.
- Determines EPC critical-path procurement activities and identifies significant activities supporting interdisciplinary requirements. Identifies procurement related critical path.
- Develops and monitors detailed and summary level engineering, procurement, construction, and commissioning schedules.
- Monitors schedule deviation for assigned disciplines or specialties including subcontractor submittals and recommends corrective action/workaround solutions for project considerations.
- Develops and writes schedule commentary that appears in the monthly progress and similar reports.
- Identifies and reports procurement activities that have a critical or potential impact on the schedule.
- Provides analysis and recommendations to the project.
- Conducts regular procurement schedule status review meetings and updates the EPC project schedule.
- Supports EPC procurement schedule input to management presentations and reporting.
Qualifications and Skills
Basic Qualifications
- (BS/BA) bachelor’s degree from an accredited university and at least 13 years of professional experience, or in lieu of a degree, a high school diploma or equivalent and at least 19 years of professional experience
- Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel.
- Must be able to obtain site security badge for access to work site.
Additional Qualifications:
- Experience in preparing, monitoring, and reporting schedule information in engineering, procurement, and construction environments.
- Knowledge in the use of computers for executing work processes.
- Skilled in oral and written communication.
- Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
- Advanced proficiency in using PC operating systems and Microsoft Office applications such as Excel, Word, and PowerPoint.
- Demonstrated advanced capability level with Primavera (P6) and experience in its application on complex engineering and construction projects.
- Demonstrated ability to plan, organize, perform, review, and present planning and scheduling products.
- Demonstrated ability to prepare and review products independently with minimal supervision using a high level of professional judgment and knowledge related to technical planning and scheduling skills and engineering design and construction practices.
- Demonstrated ability to work with people of varied backgrounds and objectives.
- Demonstrated flexibility to respond to urgent project requests and/or changing priorities.
Preferred Qualifications:
- Prior nuclear power plant development, permitting, engineering, and procurement experience.
- Proficiency in using Compass, Power BI, Synchro 4D and Acumen Fuse software currently in use by Bechtel.
