Role Purpose

The Senior Manager – Strategic Procurement is responsible for managing the planning activities, creating a developer led strategy and deploying the strategy for major large volume andcritcal items for the LINE. Ensures close collaboration with NEOM LINE Procurement, LINE Projects and Legal, Insurance, Finance, and different stakeholders and proponents. Key success factors include understanding of market intelligence, universe of options and suppliers and representing the LINE Proponent in dealings with stakeholders on these matters.They are expected to contribute to the growth of the organization capabilities and be part of the broader leadership team and to support improvement of processes and procedures. They should be able to build relationships with business stakeholders across the organization to ensure alignment of objectives and priorities.

 

KEY ACCOUNTABILITIES & ACTIVITIES

 

General:

  • Development and/or Deployment of the procurement categories
  • Creation and improvement of best practice-based processes
  • Optimization and management of procurement systems and solutions
  • Managing the skills and competency development of procurement staff, including training development and knowledge management capabilities on category management
  • Leadership of cross-functional teaming across other business functions and initiatives

Development of benchmarks to be used for continuous improvement

  • Budget management for categories under management – and for procurement itself

Sector Specific:

  • Close collaboration with LINE Projects and Procurement teams.
  • Good knowledge of the universe of supplier and products at manufacturer level.

 

BACKGROUND, SKILLS & QUALIFICATIONS

Knowledge, Skills and Experience

General Skills:

  • Procurement: Has solid understanding of the buying channels (e.g., Catalogues, Framework).
  • Business: Well-developed business acumen and commercial sense.
  • Financials: Has solid understanding of cost management, treasury, and accounting.
  • Communication Skills: Has excellent listening and communication skills.
  • Commercialization: knows how to sell procurement ideas and put things forward.
  • Procurement: Know how to get the best value and to run procurement as a professional services business. Has an in-depth knowledge of sourcing and procurement principles and best practices, awareness of current trends within procurement and supply chain globally. Has strong negotiation skills to use for large commercial deals. and has experience with modern sourcing and procurement systems.
  • Legal: Familiar with relevant legislative and regulatory requirements, as well as understanding of standard contractual terms and conditions to mitigate legal risk.
  • Problem Solving & Others: Has a strategic mindset and problem-solving skills, change management skills and self-awareness to take varying approaches with a dynamic set of stakeholders (e.g., expert model vs. facilitative model). Knowledge of enterprise risk management.

Specific Experience:

  • At least 5 years of experience in strategic sourcing, procurement, or vendor management experience.
  • At least 10 years of experience in procurement, construction, supply chain, or finance.

 

Qualifications

Minimum a bachelor’s degree in supply chain management, economics, finance, operations, engineering or a related area, with a master’s degree .
