Supply Chain Execution Specialist

Our major O&G client is seeking a Supply Chain Execution Specialist to join their team in Sunray, TX for a long-term assignment.


Position Summary:


  • Executes site Supply Chain Management administrative needs, strategy and related processes on a daily basis onsite, covering equipment, materials and services for 1 to 2 refineries.  

  • Serves as a site Supply Chain Management “go-to” person for requisitions and end users (e.g., planners, engineers, maintenance personnel) to resolve procurement and contracts-related related issues and opportunities. 

  • Utilizes Supply Chain Management resources from Corporate to backup and supplement the local site Supply Chain Management team. 

  • Supply chain requirements are met by utilizing a combination of multi-site supplier agreements and local supplier agreements.

  • Objectives include meeting refinery PSM and occupational safety needs, while maximizing profitability through increased operational reliability and reduction of total cost of operation and ownership (TCO).



Major Accountabilities:



  • Negotiates contract terms, conditions, specifications, and provisions.

  • Works with legal staff and contractors to negotiate contract terms and finalize contract and purchase order documents.

  • Meets requirements for Supply Chain Management related activities, procurement of equipment, materials, and services required for refinery operations, maintenance, turnarounds, and capital projects (scope excludes purchase of refinery feedstocks, energy, and transportation for feedstocks and products).

  • Addresses site Supply Chain Management administrative requirements, performance monitoring, and renewal suggestions.  In addition, the position is responsible for assuring that contractor qualification compliance requirements are being met at the site(s) including safety training, personnel qualification, insurance coverage, and other site specific contractual requirements

  • Addresses Supply Chain Management related requirements of refinery management and executive management.

  • Develops and issues RFIs, RFPs and RFQs as required to purchase required equipment, materials and services.  Coordinates all related efforts with the corporate procurement group.

  • Provides guidance on the best procurement method by project aligned with management requirements in terms of lump sum / fixed cost versus time and materials.

  • Assures timely delivery of equipment, materials and services to meet deadlines for maintenance, turnarounds and capital projects.

  • Maintains strong networks and working relationships involving suppliers, refinery, corporate, and executive management.

  • Assures purchases are made in compliance with AMLs (Approved Manufacturers Lists).

  • Assures procurement activities are in compliance with all guidelines, policies and procedures.

  • Helps management determine the optimal balance of local supplier agreements versus multi-site supplier agreements for each refinery to maximize overall value.

  • Works with other Supply Chain Management employees responsible for multi-site agreements to maximize utilization and value from these agreements

  • Provides feedback on supplier performance, opportunities for improvements to existing agreements, and opportunities for new multi-site agreements.

  • Supports refineries and others supplier performance issues resolution.

  • Provides procurement consulting to refineries on an as-requested basis.

  • Coordinates Supply Chain Management efforts with corporate engineering, project execution, and the refineries to minimize total cost of ownership and to maximize profitability.

  • Ensures that information technology platforms are being appropriately leveraged within procurement processes for achieving best in class, efficient procurement processes.

  • Coordinates / manages purchases by EPCs (Engineering / Procurement / Construction Companies) performing capital project work, to assure compliance with AMLs and maximum utilization of multi-site supplier agreements.

  • Meets day-to-day Supply Chain Management best practice requirements of refineries, project execution, and others as required for maximum safety, reliability, lowest possible total cost of ownership, and maximum profitability.



Knowledge, Skills, and Abilities:



  • Working knowledge of SAP procurement and related systems. 

  • Working knowledge of Contract Terms and Conditions

  • Strong negotiation skills.

  • Ability to read and interpret company policies, regulatory guidelines, and other work-related documentation.

  • Ability to abide by confidentiality requirements when working with sensitive information, results, and communications.

  • Skill in providing thorough, efficient, and effective customer service to individuals at all levels within the organization.

  • Ability to communicate effectively through written and verbal methods.

  • Ability to accomplish work within required timelines, including short, long, and emergency timeframes.

  • Ability to cross-train in other department duties to ensure efficient coverage department responsibilities.

  • Ability to work with others to accomplish challenging assignments.

  • Ability to multi-task and prioritize multiple assignments to ensure completion of tasks within stated time requirements.

  • Basic skill using Microsoft Office programs (i.e., Word and Excel).



Education & Experience:



  • High School diploma or GED required.

  • A minimum of three years of Supply Chain Management experience required.

  • Bachelor’s degree in business administration or engineering .

  • Five years of experience in procurement of refinery-related goods and services .



Physical Demands:



  • Physical requirements include occasional lifting/carrying of 5 pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment.

  • Subject to sitting, standing, reaching, walking, twisting,


    and kneeling to perform the essential functions.
