Job Duties
Conducts target coordinate mensuration production using direct, registration, multiple image geo-positioning and resection techniques on a variety of target types using Geospatial-Intelligence Agency (NGA)-validated mensuration tools to support employment of kinetic weapons. Performs quality control, database nominations, creates and updates database records, and uploads TM products to databases. Submits collection requests as required to meet target material requirements to support current operations. Perform Quality Control of target material products produced by other personnel.
The contractor shall provide personnel with skills and knowledge to conduct focused, tailored targeting materials analysis in support of targeting efforts across the USCENTCOM AOR, enabling a strategic advantage for CDR USCENTCOM and subordinate warfighters. Contract personnel shall produce, as required, imagery and/or geospatial based target materials for the USCENTCOM AOR IAW DoD policy, CJCS Manuals/Instructions, and USCENTCOM policies/standards for target material production. The contractor must be previously certified by the Geospatial-Intelligence Agency (NGA) for target mensuration. Once contractor personnel arrive for duty, they may be required to attend additional qualification training.
All products must comply with DoD policy, CJCS Manuals and Instructions (CJCSI 3370, CJCSI 3160, CJCSM 3162), and USCENTCOM policies/supplements/regulations in addition to division and branch SOPs. The contractor shall adhere to established product formats, fulfill production deadlines, and meet response suspense.
In support of this subtask, the contractor shall:
- Possess and maintain NGA and USCENTCOM qualification standards.
- Adhere to polices to conduct Target Coordinate Mensuration (TCM) using direct, registration (controlled tie), multiple image geopositioning (MIG), and resection (uncontrolled tie) techniques on a variety of target types requiring command directed NGA validated mensuration tools to support employment of precision guided munitions.
- Conduct and assist with weaponeering solutions using approved tools and/or guides to achieve desired damage criteria.
- Conduct CDE and produce required graphics.
- Submit collection requests as required to satisfy target material requirements.
- Perform targeting analysis to accomplish battle damage assessment (BDA), produce BDA products, and assist with combat assessment.
- Identify and nominate no-strike entities to assigned database.
- Conduct hard and deeply buried target analysis and prepare related products.
- Provide recommended input to DoD and CJCS Manuals/Instructions, USCENTCOM/policies/ SOPs, and standards for TM production as required.
- Coordinate with external/internal production centers and customers to ensure product delivery within established timelines.
- Respond to RFls.
- Prepare and present briefings as required.
This subtask may require flexible support hours outside the standard duty hours of 0730-1630, to include: weekend support, TDYs, deployments for targeting operations, and support to 24/7 targeting operations.
Requirements:
- Active TS/SCI Clearance w/ ability to obtain CI Poly
- At least 8 years of experience conducting analysis relevant to the specific labor category with at least a portion of the experience within the last 2 years.
- Bachelor’s degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
- Contractor personnel shall be able to conduct all-source analysis of the USCENTCOM AOR and USCENTCOM AOI (as defined by the Unified Command Plan).
- Contractor personnel shall have/maintain the ability to gather information, analyze information, and prepare draft analytic products necessary for the U.S. Government to publish, disseminate, and apply intelligence in the following subject areas: Foundational Military Intelligence, Geopolitical, Socio-Cultural, Terrorism, Cyber Threats, Weapons of Mass Destruction, Regional Infrastructure Capacity, and other functional areas as required, with a geographic focus on transnational issues.
- Contractor personnel shall produce current all-source intelligence analysis to assess, interpret, forecast, and explain regional or functional security issues and developments in the USCENTCOM AOR and AOI.
- Contractor personnel shall produce timely, relevant all-source analysis on security and political developments affecting defense issues in the USCENTCOM region and its periphery in line with Director of Intelligence (DNI)/DIA analytic tradecraft standards as established in Intelligence Community Directive (ICD) 203 and 206.
- Contractor personnel shall use structured analytic techniques as appropriate, including analyzing competing hypotheses or applying pattern analysis to leverage large data sets.
- The contractor shall network with forces in the USCENTCOM region, components, Intelligence Community (IC) counterparts, and other stakeholders to ensure effective external coordination and collaboration on branch production; communicate with relevant USCENTCOM Divisions/Directorates to ensure internal intelligence issue coordination; initiate collaborative production/support to plans and operations efforts as appropriate; and coordinate finished production internally and externally.
- The contractor shall develop and refine collection requirements.
- The contractor shall draft and maintain a list of intelligence questions regarding assigned topics to guide production, tend analytic lines, and identify intelligence gaps IAW USCENTCOM priorities and the Theater Campaign Plan (TCP).
- The contractor shall provide all-source analytic support to collections, operations, investigations, and other defense intelligence analytic requirements.
- The contractor shall provide anticipatory analysis, actionable intelligence, joint intelligence preparation of the operating environment, analytic support to targeting, situational awareness, and long-term stability warning assessments of developments in and around the USCENTCOM region and its periphery to USCENTCOM CDR; component forces; U.S. Embassy country teams; U.S. Government agencies; and fielded forces to support the planning, execution of operations, and achievement of USCENTCOM objectives.
- Contractor all-source analysts supporting Regional Issues shall be capable of preparing draft analytic products necessary to support rapidly emerging objectives centered on the designated countries in the USCENTCOM AOR and AOI.
- Contractor all-source analysts supporting Transregional Issues shall be capable of preparing draft analytic products necessary to support rapidly emerging objectives affecting vital U.S. and allied interests in and around the USCENTCOM AOR.
- Contractor all-source analysts supporting Strategic Competition analytics shall be capable of preparing draft analytic products necessary to addressing increased or diversified strategic competition in the USCENTCOM AOI.
- Contractors supporting the Write for Release function shall produce releasable versions of USCENTCOM J2’s finished intelligence products to ensure maximum utility to support intelligence sharing with the broadest audience possible, per U.S. Government regulations and guidance.
- Contractors shall create tailored releasable products for USCENTCOM’s coalition partners and allies to support USCENTCOM J2’s partner sharing and engagement requirements.
- Contractors shall work closely with USCENTCOM Foreign Disclosure Office (FDO) and maintain.
- Demonstrates experience with Target Coordinate Mensuration (TCM), Modernized Integrated Database (MIDB), and Google Earth. Proficient with Socket Community Gold Standard (CGS), Joint Weaponeering System (JWS), DCiDE / DIEE, and Joint Targeting Toolbox.
- Education required: NGA, CCMD, or Service Target Materials Production (TMP) certification. Must be certified in Basic CDE Methodology or certified in PPM by NGA or an NGA-accredited Service Component.
- Desired Education: education/training includes successful completion of the Joint Targeting course, the Geospatial Imagery / Targeting Analyst course, or the Air Operation Center Course.
