Technical Advisor, Contract Management
MSH is seeking Contract Management Experts (CME) for TSUs (one in each of the three states – Punjab, Haryana and Jharkhand) who have experience in public procurement working with Central Government, International NGOs, and State Government. S/he should be aware of the rules and framework in the Government of India’s and the state government’s procurement procedures and processes, including experience with facilitating the adoption of effective procurement processes and internal control mechanisms, providing advice and solutions as well as building the capacity of the governments for maximum efficiency, value for money, quality, and timeliness of procurement processes and ethics. The CME will serve as the focal person for contract management in their respective states under the leadership of the Country Project Director (CPD) of HS4TB India. The HS4TB/India project will focus on contracting mechanisms for public-private partnerships and innovative financing for the tuberculosis elimination program.Major activities for the State CME in key performance areas are as follows in support of the team of consultants and domain experts: Support in the production of targets and deliverables according to agreed project timelines and workplan of the HS4TB project Provide periodic updates to the state team lead Provide initiative and inputs for problem-solvingCORE JOB COMPETENCIES:Support Program and Innovation Unit (PIU) in setting targets and plan deliverables according to agreed project timelines and work plan of the HS4TB project Ability to perform a broad range of specialized activities related to preparation of Request For Proposal, Expression of Interest, contract/agreement formation, and support on management through the process of execution. Engagement with NTEP state and district level program staff to ensure the technical support on partnership engagement as per proposed targets or need assessment.Demonstrated leadership and management abilitiesResults-driven and demonstrated ability to work both independently and within a team to produce results on time.Prepare and share periodic updates/reports with the state team lead provide initiative and inputs for problem-solving.
