Job Overview
The Grants and Procurement Manager plays a pivotal role in securing funding for Green Mountain Community Network's (GMCN) strategic initiatives, focusing on identifying and pursuing philanthropic and grant funding sources. The role will balance grant/philanthropic funding acquisition and compliance with procurement management best practices, ensuring that GMCN continues to expand transportation services, community support, business development, and economic development opportunities. This role will also help build relationships with corporate, non-profit, and community partners, as well as financial institutions and others, to further the mission of GMCN.

The Grants & Procurement Manager is pivotal in cultivating a culture of integrity, excellence, and service across the organization, inspiring all team members to embrace and uphold GMCN’s Purpose Statement: “Connecting People to Their Destination and Each Other.”

Duties

Philanthropy and Grants Management:

  • Identify and Pursue Funding Opportunities: Research and identify philanthropic and grant funding sources from corporations, financial institutions, non-profit organizations, community partners, local/state government sources, etc.
  • Expand Existing Grant Portfolio: Focus on securing philanthropic and grant funding opportunities that complement GMCN's existing federal and state funding for public transportation while ensuring new funding sources align with GMCN’s mission and strategic goals.
  • Grant/Funding Application Process: Manage the preparation, submission, and tracking of grant applications, including overseeing deadlines, documentation, and compliance with requirements.
  • Build Relationships: Establish and maintain relationships with corporate partners, financial institutions, and grant-making organizations to foster long-term funding opportunities.
  • Compliance and Reporting: Ensure compliance with all federal, state, and local grant regulations, including financial reporting, progress reports, and documentation for audits.

Procurement Management:

  • Procurement Strategy and Oversight: Develop and implement procurement strategies and policies that align with industry standards and GMCN's financial goals, ensuring fair and competitive bidding processes.
  • Vendor Management: Oversee the identification and selection of vendors, negotiate terms, and maintain relationships to ensure effective procurement of goods and services.
  • Procurement Compliance: Ensure compliance with applicable federal, state (VT), and local procurement regulations and industry best practices, including the proper documentation and record-keeping of procurement processes.
  • Contract Management: Monitor and manage contracts, including terms and conditions, to ensure the organization's objectives are met and that compliance with all requirements is maintained.

Qualifications

Education and Experience:

  • Bachelor's degree in business, public administration, nonprofit management, or related field.
  • At least 5 years of experience in grant writing and fundraising management.
  • Procurement management, preferably in the nonprofit or public sector.
  • Experience working with federal, state, and local grant regulations, with a focus on compliance.
  • Proven track record in securing grants and managing complex procurement processes.

Skills:

  • Strong written and verbal communication skills for grant applications, reports, and stakeholder engagement.
  • Knowledge of procurement regulations, processes, and industry standards.
  • Excellent project management skills, with the ability to manage multiple priorities and deadlines.
  • Strong analytical and problem-solving skills.
  • Proficiency with Microsoft Office Suite and grant management software.

Additional Requirements

  • Strong attention to detail and organizational skills.
  • Knowledge of industry best practices in philanthropic and grant funding and procurement management.
  • Ability to maintain confidentiality and handle sensitive information.

Working Conditions

  • Full-time position with flexibility for remote work as appropriate.
  • Occasional evening and weekend work may be required for grant deadlines or meetings with partners.
