WTG Pre-Assembly Construction Manager required for a Major Offshore Windfarm Developer in the Northeast.
RESPONSIBILITIES:
- Project Management: Overseeing onshore turbine preassembly contractors and activities, including component delivery, storage, and equipment readiness. Leading progress and technical alignment meetings on site. Lead-by-example with safety, environmental, compliance, and quality-oriented attitude.
- Schedule Management: Managing onshore construction schedule while closely monitoring the offshore schedule.
- Communication Interface: Serving as the primary communication link with site-based contractors.
- Port Operations and Interface Management: Monitor WTIV Supplier vessel delivery schedule and loadout quayside logistics, coordinating closely with BOP storage team to manage any SIMOPs where access and delivery means need to be shared. Managing interfaces between packages such as port logistics, WTIV, pre-commissioning, and offshore installation logistics.
- Monitoring and Reporting: Monitoring subcontractor operations, collecting documentation, sharing HSE reports, and escalating major issues to WTG Package Manager, Manager – Site Construction, Offshore Wind, and the WTG Installation Project Manager.
- Contractor Oversight: Overseeing contractors executing preassembly work and site logistics. Monitoring and witnessing upending, lifting and movement of tower sections and WTG components in PMT. Driving full tower erection on temporary foundations and ensuring contractor readiness and completion of Mechanical & Electrical fit-outs and the termination of cables needed for safe loadout.
- Preassembly Management: Performance monitoring of preassembly activities of main WTG components, including heavy lifting, component handling, and mechanical/electrical completion. Monitoring the status of key milestones in preparation for WTG component loadouts to help feed the WTIV with minimal impact to the offshore operations.
- Safety and Compliance: Ensuring tasks are performed safely and according to approved procedures, including assistance with work permits and meeting HSE standards.
- Support for MWS and CVA: Supporting interactions with the Marine Warranty Surveyor and Certified Verification Agent where applicable.
- Risk Management: Managing risks associated with turbine preassembly in preparation for offshore installation and WTIV loadouts.
- Transportation and Component Status Monitoring: Staying informed about the delivery and readiness status of WTG components and subcomponents.
- Owner Representation: Acting as an Owner Representative on site and potentially and occasionally visiting manufacturing facilities to help drive the execution of the work.
- Equipment and Personnel Logistics: Ensuring contractors are using certified equipment and all tooling is operational and managed/maintained by trained and responsible personnel. Confirm with WTG contractor that personnel have acquired the appropriate levels of training and certification for their respective tasks.
- Drive Quality: Coordinate closely with site quality assurance team representing the Owner and quality control team representing the contractor. Attend component inspections and ensure snags/punch lists are being managed and where necessary NCRs are being recorded. Ensure quality control checks are being done according to ITPs and bolting and M&E check lists are true and accurate prior to equipment loadouts.
- Documentation and Certification: Reviewing and monitoring the issuance of Mechanical & Electrical certificates and ensuring all contractor documentation is in order. Ensuring Lifting Plans, Mobilization and Demobilization plans and Method Statements are being followed. Review of Lifting Plans, Method Statements, Inspection and Test Plans (ITPs), Non-Conformance Reports (NCRs), inspection reports and completion certifications.
Requirements:
- Bachelor’s degree in engineering (preferred electrical, mechanical, civil, maritime or industrial systems disciplines). Equivalent work experience in lieu of an engineering degree may be considered.
- A minimum of 5-8 years of experience in Wind Turbine assembly is essential, with a proven track record in performing technical supervision and project management responsibilities for Mechanical/Electrical/WTG Construction activities and Pre-commissioning. A strong background in managing mechanical and electrical activities is essential.
- Proven experience in managing complex construction projects and schedules and managing multiple subcontractors simultaneously.
- Experience in offshore wind turbine installation is desirable.
- Experience with managing port loadouts and logistics onto barges or vessels is desirable.
- Ability to travel (domestic and internationally) as required.
- Ability to work as part of a diverse, international team, influencing decisions and reacting positively to challenges as the project evolves. Excellent communication skills at all levels. Good interpersonal skills for bridging between Owner representatives and subcontractors.
- Comfortable working with multinational teams and diverse backgrounds.
- Knowledgeable in heavy lifting activities and HSE requirements. Familiar with OSHA and standard site safety regulations.
- Proficient with interpreting technical drawings, documents & management reports.
- Ability to lead and manage multiple competing work objectives.
- Ability to effectively communicate in English and good PC and Microsoft Office computer skills.
- Ability to obtain GWO certification.
- Ability to work in an active onshore construction
